Plans and develops technical requirements (e.g. Manpower, facilities and equipment) for television productions and plant operations, ensuring the efficient use of resources within an agreed allocation. Assures that the performance of technical facilities and manpower meets Corporation and statutory standards.
DESCRIPTION:
- Advises production and management personnel, as well as external clients on the utilization and capabilities of staff and technical facilities.
- Acts as a liaison between Regional production and Network components.
- Plans and supervises the set-up and operation of plant and mobile technical resources and elements.
- Ensures technical quality meets production’s standards, working environment is safe and corporate guidelines and labour codes are followed.
- Develops technical schedules for both plant and remote facilities.
- Modifies schedules on a daily basis to meet changing needs of production on and off-site.
- Advises on matters of training and staff development by encouraging staff to develop new skills and reports on progress to department managers.
- Assists in the hiring of temporary staff to fulfill production requirements.
- Attends production meetings; conducts remote surveys; heads negotiations with outside agencies for the use of their facilities; advises production on planning and scheduling of staff and facilities.
- Advises on Collective Agreements issues.
- As needed, represents the Corporation in staffing and technical matters with relation to independent and co-productions.
- Assists in the development of technical budgets by preparing forecasts, feasibility studies, and financial estimates on behalf of production.
- Arranges for resources as required by Production.
- Initiates and participates in specialized research for upgrading, rebuilding, and creating technical facilities.
Objective Criteria:
- Position requires an extensive knowledge of technical equipment, crafts and production processes. It requires the ability to supervise diverse work groups in moderate to complex production activities.
- Must have a good knowledge of HR corporate policy and collective agreements.
- Requires strong budgetary and organizational skills and an ability to prioritize effectively.
- Must possess a good working knowledge of the Canada Labour Code, with specific knowledge of Health and Safety.
- Must possess a sound working knowledge of computers, large computer systems and have current knowledge of signal transmission technologies.
Subjective Criteria:
- Position requires the ability to work with a variety of directors/producers, from a distance, to ensure their artistic vision is achieved given the practical limitations of equipment, personnel and production budget.
- Must be able to match personnel to production requirements, problem solve and mediate disputes.
- Position requires accuracy and attention to detail and the ability to manage multiple assignments.
- On production assignments, and in specific technical areas, the technical producer must exercise independent judgment, quick problem solving skills and be able to perform under pressure.
- Requires excellent verbal and written communication skills – must be able to communicate in a clear, concise manner when dealing will all levels of crew, management and production.
- Requires diplomatic skills when dealing with crews and production personnel.
- Requires the ability to negotiate effectively with suppliers and contract employers.
- Requires ability to perform and adapt to unpredictable weather and location conditions while working on a production.
- Assignments may involve working abnormal hours including evenings, weekends and overnights.
- A certain amount of travel is often involved.
