The role:

  • As the Senior Technical Analyst, you will contribute on project teams and designated systems, towards the formulation of complex systems scope and objectives, based on business processes, user needs and a thorough understanding of the available technologies.
  • You will participate in the delivery of new applications and the maintenance and enhancement of existing applications with lead responsibility for technical issues.
  • In this role, you will research, analyze and document technical requirements for often complex systems based on a full understanding of the functionality required by the client.
  • In addition, you will prepare feasibility studies for new technology, draft detailed specifications and produce implementation plans for approved changes, ensuring that the various stages of system construction, integration, testing and implementation are carefully planned and carried out.
  • The knowledge of Universal Resource Scheduling processes including understanding of scheduling of resources, human and facilities, interfaces with pay processes, resource cost management requirements is an asset.
  • You will be responsible for the upgrades of Universal Resource Scheduling System, ScheduALL and ScheduLink ensuring that any new development for interfaces with other systems follows the approved software architecture.

Key Tasks:

  • In this role, you will provide leadership, guidance and training to less experienced staff and offer troubleshooting guidance for more complex operational problems and will oversee their work on components of systems.
  • You will also provide technical leadership on development projects and keep management informed of the status of all activities. In addition, you will oversee the design, code, test, debug and document systems and ensure safeguarding, version control and quality of source code.
  • You will also be responsible for the software architecture of the web based solutions developed in-house and ensure that any new development follows the approved software architecture.
  • You will work closely with other IT specialty areas (e.g. technical support, telecom/networking, and client support) to ensure effective implementation and support of applications. Coordinates application systems problem resolution with software vendors, hardware vendors and in-house staff.
  • In this role, you will also conduct regular status meetings with technical project staff, provide technical support for applications in production and offer ongoing support for production applications to resolve complex problems and direct fixes.
  • You will identify the need for upgrading and enhancements where current technical capacity is not meeting client requirements based on analysis of recurring problems and anticipated requirements.
  • You will ensure effective implementation and integration of application and conduct integration testing of separately developed components.
  • In addition, you will evaluate performance of new technologies and recommend changes to improve operational effectiveness and liaise with key stakeholders, end-users, management, suppliers and other IT areas.
  • You will also be tasked with defining and developing high-level system plans and solutions for review and approval by project and line management, you will provide systems/applications advice to line and IT management and develop and deliver oral and written proposals and presentations.

What you bring:

As the successful candidate, you will have:

  • A college diploma or university degree in Computer Science or a related field.
  • A minimum of 5 years of web development experience (e.g. .Net, HTML, HTMLDOM, XML, XSL, Javascript, VB Script, ASP.Net, VB.Net).
  • Experience with and interest in Universal Resource Scheduling
  • Development experience utilizing software packages’ APIs
  • Minimum 3 years experience working with SQL databases, Oracle and SQLServer, including development methods within the database environment.
  • Must have extensive knowledge of IT policies and standards as well as knowledge of development methodologies and the ability to keep abreast of technological developments.
  • Understanding of software architecture.
  • Must have the ability to lead and motivate a team
  • Must have the ability to communicate information to junior staff and other CBC personnel, including non-technical people
  • Must have a strong knowledge of technologies used as well as working knowledge of hardware platforms.
  • Ability to work closely with Project Leader and Senior Business Analyst to develop web-based solutions and configure universal resource scheduling software package.
  • Ability to work closely with Project Leader and Senior Business Analyst to maintain and support those solutions
  • Excellent communication skills are required (oral and written).
  • A keen, energetic and enthusiastic presence, with the ability to be a very quick learner and to demonstrate initiative.
  • Experience in dealing with users, good problem solving skills and a team player approach.
  • You will be a hardworking self-starter with the ability to work productively with minimal supervision and be comfortable working with new technologies.
  • Bilingualism (French and English) is considered an asset
